ECECD honors four New Mexico healthcare providers with the inaugural Early Childhood Healthcare Champion Awards
The New Mexico Early Childhood Education and Care Department (ECECD) proudly presented its inaugural Early Childhood Healthcare Champions of the Year award to four exceptional New Mexico healthcare providers. These dedicated professionals were honored for their outstanding efforts in promoting participation in Home Visiting and Family Infant Toddler (FIT) early intervention programs within their communities.
Nominated by community members, the award recipients were recognized for their exceptional advocacy and support of home visiting and early intervention services, which play a crucial role in the health, development, and well-being of children and their families.
The 2024 Early Childhood Healthcare Champion of the Year awards were presented to:
- Kimberly Talachy, doula, for her service in Santa Fe and Espanola
- Dr. Trista Hughes, FMOB, for her service in Socorro
- Amber-Rose Hawkins, nurse practitioner, for her service in Silver City
- Siboney Rodriguez, social worker, and lactation consultant, for her service in Albuquerque
The FIT program supports children from birth to age three who have or are at risk of developmental delays or disabilities, offering parents and caregivers appropriate strategies and interventions to help children reach developmental milestones. Home visiting professionals provide families with information on well-child checks, developmental milestones, screenings, referrals, parenting advice, and assistance navigating other community programs and services. Home visiting is available to anyone who is pregnant or has a child under five, ensuring families receive the support they need.

Free Summer Reading Program for incoming Kindergartners through 8th Grade
New Mexico’s Free Summer Reading Program is an innovative program offered at no cost to all New Mexico families—because reading interventions work!
Register Your Student or Child Today!
The Free Summer Reading Program, open to incoming kindergarten through ninth grade students, offers a literacy-boosting experience through small group instruction with trained literacy instructors. Participating students are expected to make meaningful gains in reading during the four-to-six week program. Sessions run June through July.
Apply to be a Literacy Instructor Today!
Spend your summer making a difference in students’ lives! Current or retired educators, college faculty, and pre-service educators are encouraged to apply, however, instructors do not need a background in education. All instructors will be trained by literacy experts before the beginning of the program. Apply today and take part in this important state funded program.
Instructor Details:
- Do not need to be licensed teachers
- Will be trained and supported by literacy experts
- Must attend training in late May or early June
- Must work a minimum of 25 hours per week
- May have the opportunity to continue as a literacy instructor during the school year

PRIDE Month in Early Childhood Education and Care
June is Pride Month, and for New Mexico’s LGBTQ+ children and families in early childhood care and classrooms, there’s lots to be proud of – and lots more work to do! What does early childhood education and care need to keep in mind as we celebrate LGBTQ+ families and activate justice and inclusion in our communities, classrooms, and jobs?
2022 American Survey data shows that in the U.S., more than 14% of LGBTQ+ couples have children. Recently, New Mexico has experienced an influx of LGBTQ+ folks and families, which is likely because nearby states like Arizona and Oklahoma have enacted and bolstered anti-LGBTQ+ legislation. A 2022 Center for Economic and Policy Research publication entitled “Lack of Universal Childcare and Other Family Benefits Hurts LGBT Parents and Caregivers,” discusses that LGBTQ+ caregivers of young children are nearly 12% more likely to have childcare challenges and almost 9% more likely to leave or lose a job as a result of childcare challenges than non- LGBTQ+ parents. 32% of 18–29-year-old LGBTQ+ adults are parenting compared to 11% of their non-LGBTQ+ counterparts, which can exacerbate a host of other issues and barriers.
As more queer and trans parents access early childhood education and care, The Head Start Early Childhood Learning and Knowledge Center and the Oregon Preschool Development Grant have created excellent guides to inclusive and affirming early childhood education and care. Here are some of their suggestions and more:
- Make communications and environments for families safe and welcoming with diverse images, language, and representations of families across race, ethnicity, ability, economic status, and family structures. Avoid gender-specific language and classroom activities.
- Check out the New Mexico’s Bright Spaces, Welcome Places, a project of Health Equity Alliance for LGBTQ+ New Mexicans (HEAL Plus NM).
- Read Zero to Three’s 2022 resource “How Can Early Childhood Programs Create Welcoming Environments For LGBTQ+ Families And Providers?”
- Provide systemic and antibias training for caregivers and providers on LGBTQ+ issues
- Support and fund providers to intentionally and explicitly indicate acceptance and inclusion to the LGBTQ+ community
- Increase representation of the LGBTQ+ community in the child care workforce, by intentionally recruiting, training and hiring members of these communities.
- Refer LGBTQ+ parents struggling with mental health concerns to the New Mexico Human Services Department 988 crisis line and specialized LGBTQ+ affirming resources.

School’s out, but free lunch is served for New Mexico kids aged 1 to 18. This summer, the ECECD is sponsoring the Summer Food Service Program at over 600 locations statewide. This is one of the easiest programs in New Mexico to use—there’s no sign-up or paperwork; kids just show up and eat!

IDEA Part B-619 grant, which provides special education and related services to preschool children with disabilities, will be transferred to ECECD, which will enable a more sustained partnership and coordination.

Head Start and Child Care Research Dissertation Grants
Two NEW 2024 Funding Opportunities for Early Childhood Dissertation Research are now open! For two decades, the Early Care and Education Research Scholars grants have supported doctoral dissertations researching issues related to Head Start and child care. This research grant program offers funding for one or two year research projects that conduct rigorous qualitative, quantitative, or secondary research analyses and have the capacity to inform policy and practice decisions and solutions, particularly for underserved/understudied populations.

The New Mexico Early Childhood Education and Care Department (ECECD) hereby gives notice of a hearing for the Child Care and Development Fund (CCDF) State Plan. This plan outlines the administration of the CCDF program by the state or territory from October 1, 2024, through September 30, 2027, in accordance with applicable statutes and regulations. The CCDF is a federal and state partnership program authorized under the Child Care and Development Block Grant Act (CCDBG) of 2014. It helps fund New Mexico’s child care assistance program, enabling income-eligible families to access child care that promotes their children’s learning and development while parents work or pursue education or training. Additionally, the CCDF program provides funding to enhance the quality, health, and safety of child care for all children in New Mexico.
The State Plan details how New Mexico will administer the CCDF program from October 1, 2024, through September 30, 2027. Written public comments, including data, views, or arguments about the proposed rules, may be submitted by any interested member of the public via the CCDF comment portal at https://bit.ly/3J90m3s, by email to ECECD-ECS-PublicComment@ececd.nm.gov with the subject line “Proposed Regulation Public Comment,” or via first-class mail to P.O. Drawer 5619, Santa Fe, New Mexico 87502-5619. Written comments may also be delivered to the PERA building at 1120 Paseo De Peralta on June 4, 2024, from 9-11 a.m. The public comment period for the CCDF State Plan 2025-2027 will end at the conclusion of the public hearing on June 4, 2024.

New Mexico Association for the Education of Young Children (NMAEYC) is pleased to announce our most recent program designed to assist early childhood education and care centers in rural New Mexico. The Google Kids initiative can assist your center in purchasing a laptop ($400 value) for your center. You can also receive a stipend to help pay for internet.

School Readiness Virtual Training for PreK and Child Care Providers
ECECD would like to announce an exciting new partnership between ECECD and UCLA Health Care Institute (HCI) aimed at enhancing the health and school readiness of children in PreK and child care programs. This partnership focuses on the crucial link between children’s health and their preparedness for school.
The cornerstone of this partnership is an innovative training program designed to equip educators and caregivers with the knowledge and skills necessary to promote better health outcomes for the children under their care. Led by HCI, the training will cover various aspects of child health, with a particular focus on common childhood illnesses and their management. The one-time training will be held virtually in June.
To participate, PreK and child care providers are required to have a team of two to four staff members in attendance and must commit to delivering at least one health literacy training session to families before September 30, 2024.

Health and Safety Toolkit
The previous COVID Toolkit has been converted to a Health and Safety Toolkit. This toolkit will continue to be updated with additional relevant health guidance as it becomes available. The CDC issued new recommendations for respiratory viruses on March 1, 2024, which have been incorporated into the toolkit. Stay Protected Against Measles
The New Mexico Department of Health (NMDOH) confirmed in May the first cases of measles in the state since 2021. Measles cases are on the rise globally, with an 18 percent increase in cases and a 43 percent rise in deaths. Measles is highly contagious but preventable. The MMR vaccine, which is 97 percent effective at preventing measles, is recommended in two doses: the first dose is recommended at 12–15 months of age and the second between ages 4–6.
Ensure your child’s vaccinations are up to date to protect against outbreaks.

Los programas de cuidado infantil con un caso positivo (o contacto cercano) de COVID deben presentar un informe al Departamento de Educación y Cuidado en la Primera Infancia (ECECD) de Nuevo México por medio del Rapid Response Intake Portal system (Portal de Respuesta Rápida). Ya no es necesario presentar informes por separado al Departamento de Salud y a la Administración de Seguridad y Salud Ocupacional.
Si necesita ayuda para identificar contactos cercanos y preparar un informe en línea, puede llamar a la línea directa de respuesta rápida del ECECD (1-833-866-3272) y proporcionar su dirección de correo electrónico, su ID de EPICS o de licencia (si está disponible), su número de teléfono y una mención de que es un caso positivo o un contacto cercano. Las llamadas se contestarán en el orden en que se hayan recibido, en el horario de 8 a. m. a 5 p. m., de lunes a viernes.
