About:

The purpose of the Request for Proposal (RFP) is to solicit sealed proposals to establish a contract through competitive negotiations for the procurement of a vendor to coordinate the operations of a Interagency Coordinating Council (ICC).

The New Mexico Early Childhood Education and Care Department (ECECD) is the Lead Agency for Part C of the Individuals with Disabilities Education Act (IDEA). IDEA Part C is a federally entitled program that provides a system of supports and services for children with or at risk for
developmental delay or disability and their families. The ECECD’s Family Infant Toddler (FIT) program provides services to children and their families in New Mexico in accordance with Part C of IDEA.

According to IDEA’s regulations for Part C, each state must establish an Interagency Coordinating Council (ICC) to advise and assist the lead agency to implement Part C in a way that maximizes the benefits to children and their families. The ECECD is seeking to establish a general services contract
with a vendor who can provide comprehensive coordination of all ICC activities. The ICC is a council of members, appointed by the Governor’s Office, and must follow New Mexico’s Open
Meetings Act, NMSA 1978, § 10-15-1 to § 10-15-4. Coordination of the NM ICC includes hiring an ICC Coordinator who has broad and deep knowledge of New Mexico’s Early Intervention system to facilitate all public meetings and generate and distribute all written materials such as agendas and minutes. The contracted vendor will also provide all logistical supports for public and private ICC meetings including virtual or in person meeting location, food, and lodging as appropriate.
